Founded in 1999 by Walton H. Chancey, Chancey Development specializes in creating senior housing projects, high-rise condos, mixed-use developments, and new urbanist neighborhoods across the country.
In collaboration with Chancey Architecture and Interior Design, the company also focuses on the development and design of residential properties in unique locations.

Walton H. Chancey

For over three decades, Walt Chancey has been instrumental in shaping the design and development landscape of senior living properties across the US and high-end residential properties in unique locations such as Colorado, Montana, Idaho, and The Bahamas.
A graduate of Auburn University, Walt is a registered architect in Florida, Alabama, Georgia, Mississippi, North Carolina, Texas, and Idaho. His professional affiliations include The American Institute of Architects, The National Council of Architectural Registration Boards, and The Urban Land Institute.
Walt’s focus is always on the client’s needs, leveraging his extensive understanding of what clients are looking for to add significant value to each project. This expertise allows him to bring more than just architectural knowledge to the first meeting with a new client, encompassing marketing, sales, and creative financing options necessary for success.
Walt's expertise spans a diverse range of projects, including senior living, condominiums, hotels, resorts, mixed-use developments, and high-end single-family homes. His comprehensive approach to development — covering site planning, construction, architecture, interiors, and marketing — ensures each project meets the highest standards of quality and design.

Heather Serafin
Chief financial Officer
Heather Serafin is a Managing Partner and the Chief Financial Officer at Chancey Development. She joined the firm full-time in 2005 and has served as their CPA since 1996. Heather's comprehensive background in accounting is highlighted by her passing the CPA exam in December 1995, following her academic achievements at the University of South Florida, where she earned both a Bachelor of Accounting and a Master of Accounting.
Heather's areas of expertise include financial management, human resources, and information technology, making her an invaluable asset to the Chancey team. Her extensive experience and dedication contribute significantly to the firm's ongoing success.
Elle Chancey
Development Associate
We are thrilled to welcome Elle Chancey to the Chancey Development team as a Development Associate. Born and raised in Tampa, FL, Elle brings a dynamic blend of experience and expertise to our projects.
Elle earned her Bachelor of Science in Business Administration and Environmental Studies from Washington & Lee University in Lexington, VA, where she was not only a standout student but also an accomplished athlete. During her time at Washington & Lee, Elle was a dedicated swimmer, earning All-American honors and recognition as a CSCAA Scholar All-American.
Following her graduation in 2019, Elle began her professional journey as a Litigation Consultant with Beacon Group, LLC in Washington, DC. There, she specialized in government contract disputes, scheduling, and damages analysis, honing her analytical and problem-solving skills.
In 2021, Elle joined Northmarq’s DUS Production Management Team, where she made significant strides, advancing from Analyst to Senior Analyst. She played a crucial role in working directly with Fannie Mae to secure debt financing for multifamily properties, demonstrating her proficiency in real estate finance and development.
Currently, Elle is furthering her expertise by pursuing a Master’s of Professional Studies in Real Estate at Georgetown University, with an expected completion date of December 2024. At Chancey Development, Elle will leverage her diverse background and industry knowledge to contribute to our ongoing success and innovation in development projects. We are excited to have Elle on board and look forward to the valuable insights and energy she will bring to our team.
